cassandra-easy-stress maybe?

Seems to be minimal divergence from easy-cass-stress and will be aligned with 
cassandra-analytics and cassandra-sidecar while not clashing with 
cassandra-stress. (and what is going to be donated is indeed something _easier_ 
than the legacy stress tool, right?)

Not a big deal, but renaming this project to cassandra-stress could potentially 
confuse users with legacy (in-tree) cassandra-stress, since this is the name 
referred to in old documentation. Not sure what would be a more appropriate 
name though, just keep easy-cass-stress perhaps?

Once this vote passes we will request ASF Infra to move the
rustyrazorblade/easy-cass-stress as-is to apache/cassandra-stress. The main
branch and gh-pages branches, all tags, and all history, will be kept.  The
main branch will continue to be named main.

PMC members, please check carefully the IP Clearance requirements before
voting.

The vote will be open for 72 hours (or longer). Votes by PMC members

are considered binding. A vote passes if there are at least three binding
+1s and no -1's.
