I'll note this will change after CASSANDRA-20118 > Any thoughts on whether having SCM controlled by JMX/nodetool is a good idea? I think it's a good idea but it's tricky. As I said on 20118, "An unfortunate consequence of our use of static initialization is that once started, there is no way to change storage compatibility modes" and all the columns are defined statically, so that will have to be overcome.
