Having either a DISCUSS thread or an initial Consensus Approval vote, are both ways to push for consensus. The approach to take: lazy consensus, discuss thread, consensus approval, majority/quorum approval; should depend on the issue at hand. Pushing for consensus is an important aspect to diversity and inclusion. If we see that folk are uncomfortable about using "-1" as an expression of "wait for me, I've got a concern I'd like you all to address" we should address that, rather than undermine the principle of consensus seeking.
