It sounds like there is work to do on the mechanics of it all, and the more immediate issue of being overdue for a release. I realize you're lacking the karma to do the actual publishing, but you could create and sign the release artifacts and call a vote. When it passes, someone with the rights is going to have to step forward to ensure they are published, but surely we can manage that much.
