Status update:

CASSANDRA-13595 is now fixed,
CASSANDRA-13808 is now fixed,
CASSANDRA-13911 is now fixed.

This leaves CASSANDRA-13913, but I don’t think we should block the release on 
it.

Unless someone has anything else on their radar, I believe we can proceed with 
the vote now.

P.S. Also cleaned up CHANGES.txt; please be a bit more careful when merging it.
