CASSANDRA-13046 - Missing PID file directory when installing from RPM

Hi guys,

could you please look at issue CASSANDRA-13046? Fix is mentioned
in closed (not fixed) issue CASSANDRA-10920, and it is just a little
change in cassandra startup file. Would be nice to have it fixed in 3.10:).
