With 10 binding, 1 non-binding +1 votes and no -1's, the vote for
moving forward with including dtest into Apache Cassandra passes.

Again, please note that this is not immediate. A rough outline of the
process will be:
1. fill out some paperwork
2. chase down some ICLAs from non datastax folks
3. send results of 1 and 2 to incubation project (not to "incubate"
but they also do reviews of code donations into existing projects)
4. add the code to the project (we'll discuss this again when it's time)
