Can we use the ACLs to say something like:

 * TrustedGroup can upload images without textcha
 * AnyoneWithAnAccountGroup can edit without textcha
 * AnyoneWithAnAccountGroup can upload images WITH textcha
 * AnonymousGroup can edit WITH textcha

?
