Actually there is a “contributors” group in JIRA and we can add people to it if 
they ask.

But it’s also OK if someone (anyone - they don’t have to be a committer, just 
have a JIRA account) writes into the JIRA case. “Hi, I’m working on this” and 
maybe posts a link to their GitHub dev branch if they have one.
