Hello!  I just wanted to explain my reasoning for proposing this RC1
as a release. There's a lot of good work sitting in PRs that could
have been in this release, and (personally) I will start having more
time to review and curate!  In the meantime, there are are bug fixes
and version bumps that people are relying on.

I've tested the RC0 release pretty thoroughly on some internal
projects for Java and Python, and I plan on going and doing the same
with the RC1.

I think we should push through, release this and consider doing a
major 1.13.0 release (and another minor release) in the next quarter.

I'll be back with my vote when I've tested these artifacts again.
