The code to handle the {{getJobSummary}} RPC is at fault, it's counting tasks 
rather than jobs:

cronJobsByRole.keySet())) {
      JobSummary summary = new JobSummary();
      summary.setRole(role);
      summary.setJobCount(jobsByRole.get(role).size());

{{jobCount}} should only reflect the unique values in {{jobsByRole}}.
