Bill Farner updated AURORA-23:
------------------------------

Description: The THROTTLED state was previously introduced, but is not yet
exercised by the scheduler. Move flapping-penalized tasks through this state
to make the behavior more explicit, and make it more obvious to users why tasks
are not yet eligible to run. (was: Now that we penalize tasks for flapping, we
essentially have a pseudo-PENDING state. It would be great to formalize this
with a new state (PENDING_WAIT? PENALIZED?). This has the added benefit of
providing a natural place where the user can learn why their task is not
scheduling, and auditing/logging falls out of this approach.)
Summary: Transition tasks through the recently-introduced THROTTLED
state (was: Transition tasks through the recently-introduced THROTTLEd state)
