Hi fellow devs,
I think the discussion back in December
(https://lists.apache.org/thread/wyt1kjr8j1s0x58hhc2cd6lprh2lrzdo)
converged and it's time for a vote. The proposal is as follows:

When the content of a commit contains substantial portions that are
derived from the output of an LLM or similar tool, a field
'Generated-by: ", shall be added to the footer of the commit that
lists the tool(s) used to obtain the commit's contents. Committers
shall also ensure that content generated in this way compiles with the
ASF's Generative Tooling Guidance
(https://www.apache.org/legal/generative-tooling.html), with
particular attention paid to the license provided for the output of
the tool, and whether or not it is clearly reproducing code that is
already licensed. Furthermore, if a commit contains a mixture of
generated and written code, it is greatly encouraged to use a comment
containing "//Generated: " or the Java @Generated annotation to denote
portions of code that are substantially the output of an LLM.

The vote is open for 72 hours, or until the necessary number of votes
(3 +1) has been reached.

Please vote
[ ] +1 accept this proposal for all new commits going forward
[ ] 0 No strong feeling either way
[ ] -1 do not accept this proposal because ...

Thanks,
- Ian
