Our {{.bat}} files for AppVeyor CI use "{{conda}}" to execute Conda commands,
unfortunately those exit the {{.bat}} script immediately after returning. We
need to invoke Conda using "{{call conda}}" instead. However, doing so exposes
a bug in the wheel tests that went unnoticed.
