TEST_DEFAULT=0 TEST_RUST=1 dev/release/verify-release-candidate.sh source 
0.13.0 3
reports Rust format error:
  https://issues.apache.org/jira/browse/ARROW-5044

Could someone fix this?
It seems that we need to use Rust stable to check format.
