A bit delayed because of travel, but I have started the IP clearance

We will be able to merge this code into the Arrow codebase in ~72
hours. To the C# developers, would you be able to prepare a pull
request to add the csharp/ directory to the top level of the git
repository? Please use
https://issues.apache.org/jira/browse/ARROW-2712 for the PR title
which I have repurposed for this code import.
