Hello Wes,

I think we should have a vote on this. I expect that, as previously mentioned 
in this debate, there is a large overlap between the two projects as it's on 
the C++ side basically the same community but as it is an issue concerning both 
projects, the vote shall also be done in the two projects. Additionally, 
granting commit access to individuals is done always on private, thus it is 
probably also at least good manner to follow the same ASF process here with the 
group as if it were a single new contributor.
