Building flatbuffers takes quite a while, we should let people use whatever's
in {{FLATBUFFERS_HOME}} on Windows. This current doesn't work because
{{FindFlatbuffers.cmake}} assumes there are no spaces in {{FLATBUFFERS_HOME}}.
