You have not passed in the classpath to the taskdef.
You need to do something like:
 <taskdef classname="net.sf.antcontrib.logic.For" name="for">
  <classpath>
     <pathelement location="lib/ant-contrib-1.0b3.jar"/>
   </classpath>

</taskdef>
