It would be pretty simple to create ZIPs/tarballs of the docs subfolder
as separate release artifacts and publish them side by side with the
source and binary releases.  They wouldn't need to be signed or hashed.

Also, it would be pretty simple to do so retroactively for our older
releases by going through the tags and publish said ZIPs on
archive.apache.org so we had a place to point people to.

I volunteer to change the distribution target, release instructions and
to create archives for Ant 1.6.5 to 1.8.1 unless anybody objects.
