I don't think there was any reason beyond that it may make people expect something special if you nest targets into targets. I'm not sure whether ProjectHelper2 contains any special handling for ProjectComponent that could be triggered before PH2 realizes it is looking at a target. Also make sure that XmlLogger doesn't get confused (see for example <https://issues.apache.org/bugzilla/show_bug.cgi?id=40207>).
