Looking at it more, I see what is going on.

StringResources are writeable, and when written, we may want to do string
expansion there and then. It should only happen on a write though, not on every
read.

Planning to address by moving the logic into the end-of-stream code. Note that
StringResource is not documented as being writeable, so any uses of it that
break were implicitly unsupported :)
