The install documentation says that one should set the ANT_HOME environment
variable.  This is NOT sufficient, becauase, if there is an /etc/ant.conf file
on the system, any setting in that file will supersede the setting in the user's
environment.  Instead the documentation should tell the user to set up a
~/.antrc file to set the ANT_HOME environment variable.  Settings in that file
WILL supersede system-wide settings.
