As reported by another user (see http://dev.eclipse.org/newslists/news.eclipse.platform/msg22814.html) and as I have experienced, this is not sufficient. The cvs.exe from tortoiseCVS (at least for some versions of tortoiseCVS), even if it is on the PATH, also produces an error 2.
