One thing to look into though: to me, the docs around this (http://ant.apache.org/manual/CoreTasks/ant.html), specifically the table under the "Basedir of the new project" heading imply the opposite behaviour - dir value ommitted + inheritAll:false = "basedir attribute of the <project> element of the new project".
