The <import file="somefile> task ignores the basedir value set at the command 
line.

given 
/test/a/build.xml
/test/a/copystuff.xml
/test/b/copystuff.xml

and the line 
<import file="copystuff.xml"/>
in build.xml
the file /test/a/copystuff.xml will always be imported despite a command line 
like:
ant -Dbasedir=/test/b

I have only tried this in Windows XP
