On a German Windows, the task
    <tstamp>
        <format property="TODAY" pattern="yyyy-MMM-dd HH:mm" locale="en_US"/> 
    </tstamp>
generates TODAY as 
"2005-Okt-12 10:21" when it should be 
"2005-Oct-12 10:21".

Seems that the locale is not passed to all relevant Java API calls, and thus 
the German locale of the VM survives.
