This caused LibrariesTest to fail--that's how I found it, since Get didn't have a test for this. In the course of this I also discovered that if the date on the local file is approx. = or > than the URL time, the download is performed anyway. I am already making the check for Java 1.2 in the Get code; if we remove the check for 1.2 we can do it all ourselves and avoid this condition. To me, the current behavior is wrong. If anyone disagrees they should say so in a timely fashion. :)
