Nevertheless, i'm not sys admin everywhere and some french versions are installed. So my answer to your question is "sometimes". I think it is hard to guess with language you should parse. A list of all the nonth names in all langage may be a solution to detect the language setting of the server. Not a very efficient way but still a way.
