import task and the file attribute

Why the file attribute of the import task is not considering files 
relative to the basedir?

I had
<project name="pepe" basedir="..">
   <import file="include.xml"/>
this should include the file in .., not in the current directory, as it 
is in all other tasks. Any reason why it is that way?
