I get the warning too, but it still seems to find the targets.xml file. At first this seemed like it was the problem as once I moved the targets file to C:\targets.xml (or someplace with no spcae in the path name) things started to work. It turns out that these are bugs in the jwsdp-1.2 download. They install things in jaxrpc\bin then the scripts refer to jaxrpc-1.0.3. There are other bugs.
