ok - semi-ignore above (if it sounded dumb it's cause it was...)

silly question #2 though - was StarTeam actually installed on effected 
machines?  ST has a homegrown means for determining it's on a Win32 box - it 
tries to load StSDKOSEnvironment.dll (check 
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\SharedDLLs - i think that's how 
Java looks the DLL up).  And if ST doesn't think it's on a Win32 box, it won't 
know that D:/something is an absolute path (which _should_ generate the append-
append-append names).

one potential (hacky) workaround is to set a "onwin32" System property (i.e. -
Donwin32=true or launch StarTeam from an MS JVM (possible???)
