In your case, the ELEMENT description is the one of the nested <manifest> element of <jar> - this one doesn't have a file attribute. On a different installation <antstructure> may find the <manifest> task before it comes to <jar> and the DTD would be correct for the task - but not for the nested element of <jar>.
