<xmlvalidate><xmlcatalog refid="..."/></> does not work - ignores nested

I am using Ant built from the current CVS head (Jun 20 '03), as well as
resolver.jar from xmlcommons from the CVS head. Referring to <xmlcatalog>s using
refid does not appear to work, at least when using external catalog files.
Inlining the <xmlcatalog> in the task does work. So presumably
addConfiguredXmlCatalog is not doing its job - I am not sure why offhand.

Possibly related: bug #10857, bug #13980, bug #18438.

Attaching simple test case and its output.
