StarTeam rootLocalFolder should be java.io.File

I'm still leaning toward making this change.

One problem with evaluating the backward compatability issue is that I literally
have NO idea how many clients are using the task as it is. The number of
organizations that I know for a fact are using it (from emails, bug reports,
etc.) is still in the single-digits. I would be surprised to learn that it is
as high as 50. I could be way off on this but that's my gut feeling.

As I said previously, I think the use case of using the StarTeam default
directory is not one that fits in well at all with ant and I would be even more
surprised to learn that a substantial proportion of our unknown user-base was
tied to it. I think that with a new parameter and some kind of info in the
readme, we would be sufficiently taking account of backward compatability IN
THIS CASE.
