But Ant doesn't use the command line, it uses the String[] version of 
Runtime.exec.

This in turn means that quoting is not necessary (as there is no shell that
interferes) and may even cause ill effects (at least on Unix).  Without knowing
the javadoc code, I really think it is javdoc that strips unescaped quotes.
