Hello everyone,

A short update on the limit of open pull requests for contributors
without write access.

As agreed in the lazy consensus [1][2], the limit is 5 open PRs at a
time. We have run the one-time closure: more than 200 PRs (210, from
21 contributors) were closed. Each closed PR has a comment asking its
author to prioritize: choose the PRs that matter most to them and bring
them back, keeping at most 5 open at a time. The contributor guide [3]
explains how, including what to do when a closed PR cannot be reopened
(push the branch under a new name and open a new PR).

However, there is a problem with enabling the cap itself: the latest
version of asfyaml, which supports the "creation_cap" setting, is not
deployed yet. This is tracked in INFRA-28454 [4].

Until that is fixed, we have temporarily removed the cap from .asf.yaml
[5]. This means that for now the limit is "soft": GitHub will not stop
you from opening more than 5 PRs, but please don't. Keep your open PRs
at 5 or fewer. Finish the ones you have, keep other work on branches in
your fork, and help the project in other ways, especially by reviewing
others' PRs.

Once INFRA-28454 is fixed and the cap is enabled for good, we will run
the closure again, with the same rules as before. Contributors who have
more than 5 open PRs by then will have PRs closed, and PRs where a
maintainer is already engaged will stay open.
