Following the discussion [1]. I am calling for lazy consensus on removing dev deps from PyPI constraints.
Summary of the discussion: limited versions of latest deps might not be **really** tested in CI - but those should be rare cases and potential incompatibilities should be caught at the RC testing time. I undrafted the PR [2] and added a newsfragment and documentation update reflecting it. Lazy consensus will run till Tue 5th of August 2025 8 PM CEST - I might merge the PR before (reverting it is easy if consensus won't be reached).
