Closing the loop here, I just merged a pull request that imports
core-graphics-rs, core-text-rs, cocoa-rs, and io-surface-rs into the
core-foundation-rs repository
(https://github.com/servo/core-foundation-rs/pull/160). I'll be
decommissioning the original repositories by adding a commit that
removes all files and points any viewers at the new monorepo, as well as
migrating issues and open pull requests.

Considering how intertwined these three crates are (in that there's
always a fun dance to update their dependencies when one of them
changes), it would be a lot easier if the repositories were merged. We
would end up with something much like the html5ever repository, where
publishing updates only requires a single pull request and three cargo
publish commands.
