A summary follows.

We plan to re-enable the MOVED resolution in Bugzilla. We want to advise
you of this change and give your product or component the opportunity to
opt out of it or set restrictions on its use.

You must notify us if, as the triage owner or other person responsible for
a component in Bugzilla:

* You do not want bugs to be resolved as MOVED
* If you want restrictions on the value of the See Also field of bugs
resolved as MOVED

Please notify us of your choice by September 9th, 2019.

The meaning of MOVED is that the bug is now being tracked in another issue
tracker. This may be another Mozilla project such as one on GitHub. It may
also be another organization’s issue tracker such as Apple’s Radar,
Google’s Monorail, or another organization’s own GitHub.

This was motivated by the WebCompat team’s request to enable moving issues
filed in Bugzilla to the WebCompat project’s issue trackers on GitHub.

Bug resolutions cannot be enabled on a per product or component basis, so
when we enable this, the resolution will be available for all bugs.

If you want your product or component to opt out this change we need you to
tell us so that we can set up a rule to enforce the exception. If you want
to set rules on the URLs where bugs resolved as MOVED can point to, you
must let us know.
