See https://bugzilla.mozilla.org/show_bug.cgi?id=file-fallout and the 3 bugs it depends on. This is fallout from fixing the file:// issue in Fx68. Unsure if we're going to fix local workers since they also don't work in other browsers, but local fonts seem to be a big deal.
