This is already practically the case as there are unfixed compilation errors with clang 3.8 (https://bugzilla.mozilla.org/show_bug.cgi?id=1487810).
Bug https://bugzilla.mozilla.org/show_bug.cgi?id=1482196 will fix the build tools so they will require at least clang 3.9 and fail early if not.
