Except actual users are not using i9s or dual xeons. Yes, we have slower reference hardware, but that also makes the argument of using the same thing as actual users less relevant: you can't develop on machines that actually look like what users have. So, as long as you have the slower reference hardware to test, it doesn't seem to me it should matter what OS you're running on your development machine.
