If you have Google Play Services on your device, and it is in good health (up to date), etc, you should be able to subscribe for push notifications from DOM Push consuming sites (like serviceworke.rs). I'm tracking a number of improvements and follow-ups [2] [3] that will keep this in Nightly for the 48 cycle, but progress is progress.
