PS
Assuming that the current behaviour is correct of W3C spec,
is it not possible to retain the the old moz property -moz-scroll-bars-none
so that
content can still be scrolled (esp with touch screen devices) without
showing the unwanted scrollbars ?

It appears that from build29 (the introduction of touch screen gesture
scrolling) that iframe with overflow:none no longer works
displaying annoying scrollbars.
..........and adding scrolling=no simply prevents any kind of touch screen
scrolling
Is there a reason for this why this has not been fixed?
Is there a workaround ?
PS If this is the wrong newsgroup please suggest appropriate.
