There is https://www.w3.org/Bugs/Public/show_bug.cgi?id=25865 which is about more formally defining eTLDs and perhaps even exposing an API. However, it's unclear whether exposing an API is a good thing. eTLDs are used for cookies, storage boundaries in certain browsers, and document.domain. However, nobody is really pleased with that situation and wishes everything used origins instead.
