Yes, that's correct, it includes both enabled/added or disabled/removed.
I also agree that splitting these up would be useful. Should be doable,
I'll file a bug.

Just for clarification's sake, because it's not obvious to me from the
reports or the Test-informant wiki page: the ↑ numbers are tests that are
enabled and/or added in a week, correct?
If that's correct, is it possible to break the numbers down into (tests
added, tests enabled, tests disabled, tests removed)? I think that would
help clarify whether we're making progress in re-enabling disabled tests,
or whether we're just disabling our way to victory every week.
