Background:
The spec is massive. A level 1 spec is expected to be carved out soon covering a subset of the features. Initially, I plan to focus on implementing just the subset needed to inspect and manipulate running CSS animations and transitions (SVG will come later).

Blink recently decided to ship a different subset[1] but both subsets will still be part of the level 1 spec. WebKit indicated they would start work on Web Animations but I think it has stalled recently.[2] IE says, "under consideration".[3]
