It sounds to me personally like this would be the most sensible option.
Do we know what, if anything, would break with this on the real web? Do
we have any e.g. telemetry data for how often those are used at all
(i.e. worst case of how much could be broken)? Or on what "important"
sites this is used in a way that would have a user-recognizable impact
there?
Also, do we know what the strategy of other browsers' session restore
functionality is there?
