Yes, "Don't break the web" is an overarching goal but what I'm proposing
deals specifically with new-to-the-web APIs.
The second statement you note above is me trying to indicate that we
know we haven't been perfect at this in the past and need to go back and
fix a few things. Do you think I should just say that explicitly?
